RELAXATIONS TO NEUTRALS
DECIDED UPON

NEW YORK, July 10. The New York World's Washington correspondent states that the Government has decided not to starve noncombatant countries, but has notified the Dutch. Swedish, and Danish Governments that they must establish effective agencies in order to limit the sale and distribution of exports to Germany for humanitarian uses, namely, necessities for women and children.
