DILUTION OF LABOR
THE GOVERNMENT'S PROPOSALS
(Reuter Service.) (Received July 10, 1 p.m.) LONDON, July 9. The Parliamentary Secretary for Munitions, in a speech, said that despite the enormous expenditure of shells the production was more than keeping pace, and this was eloquent justification for dilution of labor. The Government's proposals were to allow dilution of labor on private works in order to bring a proportion of tha skilled men now engaged in private work to war work in shipyards, agricultural implement* works, and aeroplane production. The interests of Labor would be fully safeguarded in the scheme.
