PETROGRAD, July 8. * The "All-Russia" Congress appointed an executive committee for all £he .Soldiers' and Workmen's Councils and Peasants' delegates with a view ito -solidifying the revolutionary forces. The Congress acclaimed the deeds ctf -the troops in the new offensive. LONDON, July 8. An official -report states: .'Russian attacks at Zborow, Stanislau And the "Upper Bystritza-valley failed.
