WASHINGTON, July ,6. The Senate adopted a proposal forbidding the importation of spiiitoious liquors. The Treasury has loaned another 20 millions sterling to France, making the total loans to the Allies £26&,000,000. The War Insurance Bureau ha.s announced that the United Stated losses by submarining^ for the six months in 1917 were more than eleven times greater than the total for the previous #wo years.
