THE PROPOSED CONVENTION. SINN FINN CONDITIONS FOR PARTICIPATION.

In the House of Commons, Mr JBonar Law, replying to questionsj, said that in case the Irish Convention arrived at a substantial agreement^ the Government could not think it right to delay action until the elections. J3e hoped to give details of the composition of the Convention to-morrow. The Central News says that the National Council of the Sinn Fein unanimously refused to participate in a convention unless, firstly, the terms of reference include the power to decree Irish independence; secondly, that the Government gives pledgee to America and the European Powers to ratify the majority decision; thirdly, that the Convention shall be elected on adult suffrage; and, fourthly, that rebel prisoners ehall be treated as war prisoners.
