Its action in denying passports to delegates to the Stockholm Conference was accompanied by the* Government's expression of disapproval of peace propaganda by European Socialists.^ The Government wairned theJ Socialists that- a severe penalty will be imposed if they go without passports, -and participate in peace discussions.
