Plans are proceeding for the creation of an International Allied Purchasing Commission to control the purchase* of war materials on behalf of the Allies, and also naval and military purchases -for the United States itself. It is estimated that the Commission will expend £2,000,000,000 yearly. Its action in denying passports to delegates to the Stockholm Conference was accompanied by the* Government's expression of disapproval of peace propaganda by European Socialists.^ The Government wairned theJ Socialists that- a severe penalty will be imposed if they go without passports, -and participate in peace discussions. Officials say that this action will have the1 effect of discrediting the Socialists' peace move.
