REORGANISATION NEARING COMPLETION.

ARMY STRENGTH RESTORED

NEW YORK, May 24. The Tribune's, special' correspondent lat Petrograd says that re-organis^ion |is nearing completion, and the army strength is being restored. The Petrograd revolution garrison has gone to the front, and harmony is prevailing among the forces. PETROGRAD, May 23. j At the first congress of the army and j navy officers, General Alexieff, who ! was presiding, said it was true the country was endangered owing tho dissensions and mistrust, but the officers sfod soldiers of the Russian army should be seized of the fatal importance of the work at the front. He exhorted the officers t* return to their regiments and restore discipline, so as to make the army again capable of victory.
