MONTHLY MEETING

5 ' The monthly meeting of the Hawera . Borough Council was held last evening. • Present —The Mayor (Mr E. Dixon), j Crs. _ . Stevens, E. Morrissey, J. W. j Harding, L. A. Bone, A. B. Burrell, . E. C. Hayton, and D. J. Goodwin. . Leave of absence was granted to Crs. A. Reid and J. G. Osborne. CORRESPONDENCE. . J. G. Hayton asked if the contract hiu_ been, signed. , . The town clerk replied that it was .signed to-day. It was decided to hold over consideration of the 'letter until a future meeting, to enable the absent councillors ■ wbo took an interest in the matter; to be present.' GENERAL COMMITTEE. The General Committee submitted the following recommendations:—That the town clerk write-to the ValuerGeneral urging that the re-valuation ot the borough be effected this year; that the district health officer's letter, with reference to the fly nuisance, be referred to the Health Committee for consideration; the committee also to report as to removal of rubbish; that a notice-board be erected at-the cemetery as to the Council undertaking the care of plots; that" a letter be sent to the Farmers-' Co-operative Society objecting •to the Society storing benzin» on unlicensed premises; 'that.the matter of the Zig-zag track be referred to the special committee re;Waihi Beach, and that in the meantime a board be erected warning the public that the track is dangerous,- that the engineer b© authorised to procure 800 or 1000 yards of Belmont metal, as' suggested by him • that the Farmers' Co-operativo Society's application for permission to drive horses on the occasion of their horse, fair be granted on the usual terms; that the purchase of property \in Victoria street from Mr Baker, and /the sale <of part of same to Mrs Steven-' son, be completed, and necessary documents executed on behalf of the Coun'■cil j that the extension of agreement=v;ith Mr Sturroek be endorsed on original agreement and executed on behalf of the Council; that the Farmers* Cooperatwe Society be asked to move fence in Wellington street back to proper boundary; that the matter of milk supplies be referred to the Health Committee to report on; "that 'Mr Blake's^ be drawn to a promise made by him to. move fence in Victoria street back to proper boundary. •'-.".' The recommendations Were agreed te without, discussion. LIBRARY COMMITTEE. .The Library Committee reported, that the following- motion'had been carried? —"That the-Couneil pay the 'sum of £11:10s for- alterations to the library on production to th© Council of vouchers for same, and that the Council take over the cleaning, only of front reading room, and that the Public Library Committee be requested to act oa the Council's previous suggestion as to re-covering floor of public reading room before the Council makes final arrangements as to taking .over the cleaning of same; and further, that if it would facilitate matters of completing arrangements the Council will be prepared to confer with the Public Library Committee. ft The report was adopted. PROGRESS REPORT. The borough engineer (Mr J. Sturroek) reported as .follows :— Kerbs and Channels Loan—The construction of the ; kerbs and channels in Egmont street is approaching completion. # Asphalt Footpaths Loan—-Earthworks-have progressed in Furlong, Manse, Grey, George, Milmoe, and Morrissey streets. ' Sewer Extension Loan—The nevr automatic sewer pumps in, Glover road have commenced . work. New arrangements were designed, wdiich have proved entirely satisfactory. Cr. Hayton has seen the new gear in operation. The cost of the new pumping chamber has been about £290. The • estimate was £300. Gladstone and Cameron Streets—The embankments of these streets being now fairly well consolidated, I propose to commence the new sewers, and^ pending a decision with the county, to commence kerbs and channels. .-*" There is enough money to see the kerbs an_ _ channels through comfortably. Overflow Gullies—These new overflow gullies were severely tested in the phenomenal rainstorm of September 29th. They acted perfectly, and, I am told, not one failed to let the water away properly. No matter how perfect they might be this would not prevent flooding if the main outlet pipes are much too small. Our trouble would have been tenfold had Tihe old pattern gratings and gullies been in use. Last winter we had constant trouble and complaints. This winter, since the new overflow gullies have been put in, we have had no trouble apart from this particular storm, and the trouble was not due to the gullies, which acted very well, but to the .old main outlet pipes, which are now quite definitely, as a whole, proved to be much too small in size to deal with such heavy rainstorms. Tar-painting High Street —This work has cost £42. The estimate was £85. Special methods wer.e adopted. I expect to save some £200 on the estimate ; for tar-painting of the streets this year, as against the cost of last year, which j was moderate compared with the cost- ! per square yard spent in other places. ** j There is no doubt that the way to save ' money is to never let the surfaces get really worn. Erin Street Metalling—The cost of this work is £8 Is per chain. Estimate* was £10 per chain. Tarviating Streets Loan—l would ask , for the Council's decision as to where j the balance of the tarvia loan is to be | spent, and recommend that High street, j be tarviated the full width, from PrinI ces street to Albion street, and 16ft 6ia from Albion street to Collins street, and to tarviate Regent street full width j from High street to Little Regent ' street. The report was adopted. WORKS COMMITTEE. Mr H. W. Lewis waited on the committee regarding water supply to* 1 dwellings in Turuturu road, and said

he would be satisfied with a supply for domestic purposes only, and did not as^ for a service to deal with fires. £ The committee submitted the toi- i lowing recommendations: That water t be supplied as asked for by- Mr Lewis, provided he pays one-quarter ot the 1 cost; that the time has arrived when i it is inadvisable to grant any further . extraordinary water supplies; that the j matter of increasing the capacity of the storm water outlets be held over ■ for consideration in the next financial Tear; that the engineers report oe 'adopted as to remainder of t^vi^mg work to be done, via.-tairiate High street from Princes street to Albion Sreet full width, and High street, £__ Albion street to Collins street ■16ft 6in; Regent .streetft. tull width from High street to Little Regent street. , ~ The report was adopted, INSPECTOR'S REPORT. The sanitary inspector (Mr -Philip) reported __t during the month he had injected and tested three new^ dramfH connections,- and the plumbing of one new house in Albion^ street A ___TSi the Sonth road which had X condemned had been. removed In the couree of his inspections he had found ?hTback yards and fowl runs to be in a satisfactory condition. . POTJNDKEEPER'S REPORT. The poundkeeper (W. Davidson) reported that 24 horses and 31 cattle were impounded during the past 'quar*_pr ABATTOIR RETURNS. Mr G. Ford, meat inspector, reported that the following stock were slaughtered during the month: Cows 48 bullocks and heifers 46, calves 6, sheep 259, lambs 11, piss 4. All carcases were passed. The fees totalled £67 7s 9d, showing a decrease of £4 8s as compared with the corresponding month of last year. . WILSON STREET. . Or. Harding brought nnder'the notic« of ,the Couricil the necessity for asphalts ing the footpaths in Wilson street and Camberwell road. These were two of the oldest streets in tihe borough,' h.e said, and it was only fair to the ratepayers and residents in that locality that the work should be done. He moved that the work receive early attention during the summer months. / Cr. Stevens seconded the motion, and remarked" that he had a distinct recollection that these footpaths were to be asphalted at the earliest convenience. Cr. Morrissey said he did' not mind which streets were done' first, and he understood that the engineer always asked what streets were next to be j -done. He did not think they should in- j terfere with the engineer in his work, ( although he had no objection to making , a suggestion to him regarding matters ' of this kind. Cr. Goodwin considered it was probable that the reason why the two streets mentioned had not been done was that they were not yet in a proper condition jfco receive the asphalt. Cr. Morrissey moved an amendment that the Works Committee confer with 1 the engineer regarding the matter. Cr. Hayton seconded. He would like to state that as a member of the Works Committee he knew that these, two streets had not been neglected, as he inferred from the motion. They had been kept before the engineer, and they should leave it to the engineer to airrange'his work to the best advantage. • The Mayor said a great deal of work had been done in Wilson street, particularly in the direction of getting fences put back on their correct boundaries. He felt certain that if the amendment was carried the movers of the motion would get what' they required. ; The motion was subsequently withdrawn in'^avor. of the amendment, .wbich was then put and. carried. The Council rose shortly after nine o'clock.
