Lord Sydenham writes: "The war has me of tne necessity for an Imperial Cabinet, responsible to a representative Senate, for dealing with foreign affairs, defence, trade communications, and inter-mi^ration. Ihe war has provided, democratic statesmen with a very great chance, but this chance will quickly pass." Colonel Sam Hughes (Canadian Minister of Defence) says: "We desire tw join m Imperial control of Imperial attains. '

Mcßrjde (Victorian Agentgeneral) advocates representation of Australian. State Parliaments at any peace conference, because they are concerned■■more intimately than the Commonwealth with trade matter's. Sir T, -Mackenzie -said .he placed adequate Imperial defence in the forefront, and unless this was assured it would be futile.-, to'deal -with airy other subject, A conference of statesmen, aided by representatives of great industries, should confer. New Zealand's resources were practically untouched,. and were capable of enormous; development. Sir J. McCaul advocated a conference of representatives of all parties m the various Empire Parliaments.
