87 CABLE—PRESS ASSOCIATION—OOPYRIGHT. LONDON, Sept. 4. The Times' correspondent at Toronto reports Sir R. Bobbin, formerly Premier of Manitoba, and Messrs Montague, Howden, and Coldwell. all members of the late Conservative Government, have been arrested for conspiring to defraud in permitting contractors for the new Parliamentary buildings to draw large sums for work not performed, also for collusion to increase prices under the contract. The arrest was technical, accused consenting to appear in Court without compulsion. They were admitted to bail at £10,000 sterling.
