COPENHAGEN, Sept. 5. Despite Germany's appointing a governor of Poland after the fall of Warsaw, obviously without Austria's consent; Austria has now nominated General yon Diller as governor of the whole of the Polish territory she conquered. The duties of the two governors overlap in some districts.
