A tax on cigarettes was advocated by Mr Witty, n non-smoker, in his I speech in the Budget debate. "There j are hundreds of young fellows with im- j paired health," he said, "who would have been quite fit to go to the front to fight for their country had it not been for cigarette smoking." If they had to smoke, he continued, they •should smol^e a pipe, which was less harmful. A member: "What do you •smoke?" (Laughter.) Mr Witty :'"1 have- not time to smoke." {Laughter.)
