• Peace proposals, which are believed to emanate from Germany, have been placed before the President. It is uadepstood also that th© Pope ia forwarding a letter attempting to induce America to intervene and stop the bloodshed. It is believed that an effort is pending to.induce leading neutrals to act on Germany's behalf.
