GERMANY'S APPEAL FOR MONEY.

Dr Delbnic-k, Vice-President of the Prussian State Department, in introducing the second' German War Loan, made an urgent appeal to the people, high and low, to subscribe to the issue. Coming on top of the claim thai Germany was in a far more favorable position financially than Britain, tha appeal reads curiously. The opening passages of the speech, reported in the Volkswirt, run as follows: "The war upon which we are now engaged is altogether different from those of former centuries. Then the army went forth; the people at home .sent their good wishes after them and rejoiced in their victories. To-day England's attempt to starve us out has made this war a war of people against people—nay, of man against man —so that every one, no matter whether he be m the field or at home, under arms or at work, without distinction of age or of sex, must devote his whole being to the simple service of war. Every one of us must from morn till night direct every activity by the one question—how to injure the eßeimy and serve our country. Thus, every penny lying hoarded in stocking or drawer must be brought out, and used for the war; and the new loan affords the opportunity of bringing it out. Once more there is a oall to great and small to run as one man and subscribe; and it j.s on the small man that success depends. . . The means that used to cc employed—depreciation of the coinage, inflation of the paper currency, liquidation of State assets, seizure bf the treasures held by churches, cloisters, and families—are inadequate a drop in the ocean of the demands of a world-war—demands which only Government loans on a gigantic scale can meef. If, which God forfend, the second loan were to fail, the result would be a national disaster. Who wishes to live if Germany dies? . . ."
