(Received May 21, 12.30 p.m.) MELBOURNE, May 21. The Bill restricting the hours for the sale of liquor provides severe penalties for drunkenness. ' A first offender is liable to fourteen days' imprisonment, a second to a month, and a third to a fine of £10 or three months and .for any subsequent offence to a fine of £20 or six months. Women offenders may be sent to reformatories. t
