» -r ' i To-day's news of Ministerial changes in Grfeat Britain is somewhat startling and quite regrettable.^ It can hardly be supposed that the "reasons have all been stated, and very properly discussion and is, so far, and no doubt will continue to be, of a restrained and reserved character. In a great crisis such as the present, when altogether unprecedented conditions have to be. met, strong differences of opinion are likely to arise between men who have to bear the responsibility of actions which may or may not turn out to be successful. Still, while it is extremely regrettable that there should have been any break in the continuity of the Cabinet, there is a good deal of compensation to be found in th % e fact that there is no party conflict, and that, ac a result of the impending changes, strong men of various party attachments will join in constructing a National Ministry.
