AMSTERDAM, March 16
Germany is greatly distressed at the loss of the Dresden. She and the Karlsruhe were Germany's last hope on the high seas. The Germans are humiliated at the hoisting; of the white flag. The Kaiser's Message to Admiral Tirpitz is described as of the saddest.
