LONDON, Sep. 22. Reuter reports that the manager of the Ottoman Telegraph Company at Constantinople, who is well known to have friendly feeling towards Britain and France, has been arrested as the result of German pressure because he published authentic war news.

WASHINGTON, Sep. 22. There is little doubt that President Wilson realises as clearly as any European statesman that the talk of stopping the war at this juncture is mere mischievous nonsense, the product of inept diplomatic intrigues developed by purblind and spineless pacificism and nervous financiers who have bet heavily on a speedy German victory.
