England protested at the departure from Genoa of the North German liners Konig Albert and Moltke to re-coal the German warships in the Mediterranean. The Italian Government accepted the protest and refused to allow the liners to sail. SOFIA, Aug. 11. The Government dismissed General Dimitrieff (Bulgarian Minister) for entering the Russian army, and he has returned.
