BOUNDARY ROADS.

DISCLSSED BY HAWERA COUNTY COUNCIL.

At the meeting of the Hawera County Council on Saturday, the Chairman said tnat no doubt Councillors had seen the correspondence in the newspaper en tarViating Glover road. He had a report on the subject, which he would read a« follows:—. "It will no doubt be remembered that at the last meeting of the Council, I drew attention to what I considered the unsatisfactory quality of the material that was being used on a portion of the Glover road. My statement so vpeet the equanimity of the borough er.ginter that he replied to it through the Star in what is considered a needlessly offensive manner. I do not intend to criticise any of his comments ov. nytelf; councillors, no doubt, have read the correspondence, and to put it ir.'lflly, are quite as able to form a correct opinion of the county chairman as the Inmiugh engineer can possibly do. Now, gentlemen, I intend to £«ye you a few dates, and also a few facts that have a direct bearing on the .statement that there was "nothing wiong with the road." So much for the (f.nes, sold now though there was "nothing wrong," the borough employees started patchiig the road in question; on Monday, the 3rd, somo further patching was ('<.ne; on Tuesday a lot of patching was cone, and on Wednesday a strong gang of men were started oh this section of the road and covered up the whole surface of it, and this in face of the fact that the lyorbugb had asked for "the exact portion of the road objected to," so ihat if other work is gone on ith this part may, if necessary, be held <ner." Comment on such action as this is needless, but it seems to me to oDcnup the question of this Council having some supervision over such expensive work as tarviating undoubtedly is. He was certain that were Mr Muggeridge to do the work it would cost considerably less money, and would be quite as well done, it not a good deal better. Cr. Murdoch said it struck him as be- , ing peculiar that while there was some- _ thing wron- with the piece of tarviated road mentioned, yet on both sides ot it the work was good. The Chairman said that the borough engineer made a point about "unravelling," but one could pick it up with thumb and finger in places, he had }&ked the county clerk (Mr Stringer) to write to the Borough Council, asking for a conference between the Coun.il and the Works Committee, It was pointed out in the letter, asking for the conference, that nothing further was to be done until after the conference. The letter sent to the Borough Council was addressed to the Mayor, and was as follows: — Dear Sir, —I am instructed by the Chairman of the county to ask whether ' your Works Committee could meet him and our foreman on the Glover road on Saturday next, and if so, at what time. I may mention that the second coat of tarvia that has gone on that portion of the road previously objected to by our chairman, is not considered satisfactory. It will, of couise, be taken for granted ( that no further work will be dons on that portion objected to until the con- j ference has met. ! The following reply was received from j the Town Clerk :— • GLOVER ROAD TARVIA. j Dear Sir,—ln reply to your letter to the Mayor of yesterday's date, matter : has been referred to the chairman of ■ the Works (Jo.-nmittee, who has visited the road and cannot find anything wrong, consequently he does not boc the necessity of calling a meeting of his committee, as asksd by your chairman. However, the chairman wished it to be clearly understood that any suggestions your Council may have to make will re- < ceivo full consideration, d-s this Council ( is only too anxious to secure the best possible results. 1 shall be glad if you . will state the exact portion ot the road j objected to !>y your Council, giving j ' length and its distance from west fence of Turuturn road, so that if other work is gone on with this part may, if necessary, be left over. To this letter the Chairman said the ' county clerk had been instructed to reply as follows: — GLOVEII ROAD TARVIA. Dear Sir, —1 an. m receipt of yours of the 31st ultimo. lam instructed by the chairman to express regret that the suggested conference did not have the approval of the chairman of your Works Committee. I am further directed by the County chairman to point out that it is difficult to reconcile the statement of the chairman of your Works Commi+tee that he has "visited the road and cannot find anything wrong." with i"he fact that the piece of road in question has been patched up since my letter asking for a conference, and notwithstanding that in that letter 1 said it would be taken foxgranted that no.further work would be done on the piece objected to. I. am further instructed to inform you that the County chfiirrnan and the foreman both protest against anything further being done on the portion in question until satisfactory arrangements with the County foreman arc made, the two layers already put do.wn being of very inferior material and in marked contrastto that now being put on, or that which was laid previously between the railway station and Turuturn road. The piece of road objected to is about 100 yards west of Turuturu Toad and about three chains in length. I The C-Kairman went on to say that so I far as to making any suggestions were concerned, the Borough Council bad done so by "covering up the whole box of tricks." Cr. Dmilop enquired if the Borough Council had been with the information asked for. The Chnirrr-an : Yes. sion, and I find it is a very inferior quality compared with any other part of the road 1 have seen. This applies to the first and tecond coats, which, to my mind, does rot have sufficient tarviu to make a water-tight job." After a good deal of discussion Or. Murdoch moved: "That the Borough Council be asked to meet the Hawera County Council for the purpose of coming to an arrangement with regard to i the supervision of the expenditure on the boundary roads, the present conditions being unsatisfactory." Cr. Winks seconded the motiuii, whii-Jj was carried. Councillors expressed satisfaction at the action of xhe Chairman in protesting against the work on a portion of the Wover road, and Cr. Winks 'emphatically declared that the Council were to be congratulated upon having a chairman who took such an interest in the W<£, °l ,the C^ndl outside the table.
