The delegates, have affixed their signatures to the. first protocol, providing that the prdvisional Government ol Mexico shall exercise power until the Constitutionalist Government is established, the United States recognising it on a date to be fixed later.

The question of the method of transfer of power from Huerta to his successor is omitted.
