NEW YORK, May 4. Dr. Goldwater, Health Commissioner, proposes that every one of the city's five million inhabitants should be examined at least once yearly. He believes that it would prolong life by three to five years by tne prevention of communicable disease and the early discovery of cancer, Bright's disease and tuberculosis. .
