NAVAL PROGRAMME.
LONDON, March.3. Mr Churchill, in reply to Mr J. A. Baker (Eastern Timbury) concerning British and German ship-building programmes, said that the displacements of all British battleships were considerably below those of almost all the latest j "being constructed abroad. The Admir- j alty was willing to join in an agreement for limiting size, capital, etc.
