UNPOPULAR REGULATIONS.

LONDON, Feb. 6. The Agents-General discussed the Commonwealth's drastic regulations coming into force at the end of March for the medical inspection of all classes of passengers prior to embarkation, and decided to suggest to their respective Governments that the Commonwealth should submit the matter to the consideration of the AgentsGeneral, as their experience in connection with emigration would be valuable.

Mr Coghlan considers the inspection of first-class passengers would greatly affect.traffic. If; shipping people think there is a necessity for emigrants to visit a doietor, possibly several miles away, and pay a fee of ss, it is likely to divert them, to other, countries.
