OTTAWA, Dec. 20. The Government ha* altered the Canadian oil leases by inserting clauses reserving the oil -wells for "the exclusive, use of tie British Admiralty in wartime. In view of fhe extensive oil areas in Western Canada, the clause is of high importance to the navy. .
