(Received Dec. 22, 8.30 a.m.) PANAMA, Dec. 21. Anti-Columbian disturbances resulted in the departure of the Columbian Government agent. The rioting included stoning the agent's house, and was the outcome.of a Columbian newspaper asserting that Panama was willing to return to its allegiance to Columbia. In this way the relations of the two republics have been embittered.
