LONDON, Dec. 19. - Mr Lloyd George will open his Scottish land campaign at the end of January. It is understood that the Scottish Land Commissioners' report favors the taxation, of land values and expresses the belief that the question of ~"a minimum wage should be governed by local conditions. The housing recommendations are similar to those in the English report.
