LONDON, Dec. 16. At the launching of the Tiger, Sir Edgar Vincent, in proposing the toast or the constructors, said the Dominion Commission had studied the problem of great Imperial harbors. If they have these large vessels they must have harbors, deep enough to take them-in and docks big enough to hold them for repairs.
