WELLINGTON, Dec. 6 In connection with the murder committed on the Japanese steamer Kwanto Maru while on the high seas, tne Japanese Consul has instructed the captain to detain the man pending further advice from the Japanese Government. If it is the wish of the Government he will immediately apply to the Governor for an extradition order. He points out that the treaty between Great Britain and Japan provides for the extradition of criminals and that the New Zealand police have no jurisdiction in the matter.
