(Received Sept. 8. 11 a.m.) LONDON, Sept. 7. I The Congress at Manchester passed resolutions protesting against unnecessary armaments, and urging the appointment of a Royal Commission on the subject. It was also resolved to do the utmost to make war impossible, instructing the.Parliamentary Committee to confer with the miners, transporters and railwayman's federation with a view to negotiating a foreign trades union for the purpose of joint action in the event of war being imposed upon them. It was resolved that the Insurance Act should be directed by one body of cotnmissionei"s for the whole Kingdom, and steps taken to give approved societies more control.
