TOWN DESTROYED BY FIRE.

NEW YORK, Sept. 6. A fire at Hot Springs, Arkansas, destroyed 30 business blocks, including most of the public buildings. The fire started in negroes' dwellings, and spread with tremendous rapidity. There were many narrow escapes, the people rushing wildly from their homes. A thousand are homeless, and the damage is estimated at a million sterling.
