HAWERA COUNTY COUNCIL

MONTHLY MEETING.

The monthly meeting of the Hawera County Council was held on Saturday. Present: Crs W. Goodland (chairman), C. Tarrant, J. Dunlop, T. Winks, and J. B Murdoch. Cr C. Hawken was granted leave of absence. SHEEP WORRYING. A letter was received from the Jane Bros., Eraser road, complaining of dogs worrying their sheep, and stating that they had shot a dog bearing the Hawera County Council registration numnn™an(S II gto be^PP^ed with the n'™e of the owner of the dog. The Clerk stated that he had replied to the letter. REPAIR OF BRIDGES. lhT?%h Eltr am Unty Council Wl'ote that the Council recently had an inepecrtiouof all bridges within Its bomcanes, including those on the boundary roads It forwarded a report on the Mangatoki bridge, Skeet road, and the AVamgongoixv bridge, Skeet 'road. The report on the Mangatoki bridge showed that the bridge was of kaiui ?W +fcg °°d ? rd? r' with the exception that three of the .ends of bottom chords were beginning to rot. This could be rectified at a small cost by substituting spliced flitched pieces of heart tofcara and making the bridge secure for many years. The small land span pier on the T e Roti end of the Waingongoro bridge was completely rotten, and the braces and waling o f mam pier required renewing. An approximate estimate of £25 would replace land span pier and put everything m good order. The. Chairman moved that the report be referred to the foreman, with power to take immediate action if necessar'v.

This was seconded by O Dunlop and carried. ; AUSTIN ROAD. M. A. and W. Matbieson wrote drawing attention -to' the bad state of the Norman by end of. the Austin road caused by natives carting firewood and posts m large quantities over the road in the winter months. It was decided that the writer be informed that the Council had adopted by-laws which it was hoped would cope with, the nuisance. A MAORI'S COMPLAINT. The Minister for Maori Councils (Hon. Dr Pomare) forwarded a letter statins that he had been informed that the Council ,had taken two acres out of the Hanvua " Block, : No. 4. Would the Council kindly let him know why it had been taken by the Council and for what purpose. Mr Awhio Haipene seemed to strongly object to the acquisition of the section by the Council. The County Clerk stated that he had written to the Minister pointing out that the Council had recently fenced, in a crossing reserve on the Tongahoe river which adjoined Hamua Block for an ■ accommodation paddock. The reserve v which was Crown property and contained 11 acres, was pegged off by an authorised surveyor before fencing, so there could be no possibility of encroaching on property over than the reserve. ROAD ENCROACHMENT. Joseph Parfitt. writing in reply to a communication from the Council with reference to road encroachment, said that Mr Climie had surveyed the section. He was quite willing to help Mr Mntrseridge in the matter. It was resolved that the Chairman and Foreman be authorised to look into the matter and to report at next meeting of the Council. SOLTAR ROAD MATERIAL. A letter was received from the managing director of Soltar Limited, stating that the company .would be pleased to surmi" the Council with soltar to do three or four chains by the width of a road, and would not make a charge for the solution until the Council's foreman was satisfied. that it would stand the traffic. The only conditions that the company stipulated was that the material was to be laid exactly according to instructions. The Chairman said the feeling of the recent conference was that it would be a good idea to have a trial of soltar on either the Waihi road or on the South road. On the motion of Cr Tarrant, seconded by Cr Dunlop, it was decided to inform the company that an experiment would be made of the material in fine weather. SETTLERS' REQUESTS. T. W. Evans applied to have about 12 chains grading done on* the Austin road. It was decided to inform the writer that the matter would be attended to in due course. W. C. Henson wrote asking if the Council would complete the gravelling' of the Wirihana road during the summer, i The Foreman is to be asked to inspect and report on the road. BEACH METAL. \ G. Burton, contractor, applied for a permit to take 120 yards shingle off the beach. It was agreed to grant the request, provided that the contractor discontinues carting from Kapuni. L. J. Adams, contractor, asked for permission to remove shingle and sanjd from the- Waingongoro beach. The Chairman pointed out that there was no mention of the amount required. The Chairman and Clerk wei-e authorised to draw up conditions vvith reference to permits generally. TRIMMING HEDGES. A resolution was carried that the owner of property at Turuturu road crossing be given notice to trim fences.

FOREMAN'S REPORT. The foreman (Mr Mugger idge) reported as follows: — Manawapou Road —There are 20 chains of this road from the Tawhiti road to Dive's Avenue, which would cost £175 to form and metal. Inaha Road —This road is now in passable order. The teams during the last month have been patching it, and the men napped the stones and rolled it. It took 235 yards of metal. Ohawe Road —There has been about 1000 yards of metal at 5s 6d per yard put on this road altogether, and if it had been fine it would have been finished to-day. The greater portion of it is rolled and in good order. The settlers are now cutting boxthorn fences and burning same. As soon as this is finished we can back up the metal with the grader. Boundary Roads —After the conference re these roads on Saturday last the matter was left to the Boroush. i Engineer and myself to discuss. "We came to the conclusion that the tarvia would be the cheaper preparation to use if you decide to have a tarred road of any sort. The piece at Badge's corner is standing well, and I think that if the material was nut down in fine weather it should be even better than the piece that is now down. Local metal or Sentry Hill metal to put on a. coat, of nine inches would cost about £16 chain, besides the spreading. * The teams have been carting from the beach metal on to the Inaha and Ohawe roads. ,

Main South Road —I will have toscarify and put some metal on thisroad from the toll-gate to the top of the Waingongoro hill, as it is getting: hollow in the centre. Hastings Road—As soon as the plant has finished at-the pit I intend to shift to this road to crush the 1000 yardsprocured last summer. ! The usual surface work has been going on in other parts of the county. On the motion of Cr Murdoch^ seconded by the Chairman, it was agreed that the Manawapou road be - graded at first opportunity, and thatmetalling be considered later on. , The other portions of the report; were adopted. ACCIDENT INSURANCE. It was decided that a policy for£2ooo be taken out. PLANTING OF TREES. F. W. Carey was granted permission - to plant trees on the edge of the footpath in front of his property at applicant's risk. • TARVIATED ROADS. ; ~ The Chairman reported' verbally outhe recent conference with the Borough Council as to tarviated roads.. The borough representatives, he said,, had met the Council representatives--very fairly. Cr Winks moved that the offer of the Hawera, Borough Council to tar— viate the South and Glover roads at. £21 per chain be accepted, on theunderstanding that that estimate is; not exceeded. Cr Murdoch seconded the motion v which was carried. COUNTIES' CONFERENCE. The Chairman^ reporting on theCounties' Conference, said some of theremits sent down went through and' some did not. He had unfortunately left his papers behind, but he was-get-ting 10 copies of the official report of" the conference posted up, so the councillors would be able to have full information of the proceedings. ; Cr Winks: We probably won't read the Tn. (Laughter.) •■ The Chairman: Quite likely. But you don't know what you are missing.. He added that he thought these conferences, though wearisome, did a certain amount of good.
