IMPERIAL MIGRATION
LONDON, Sept. 4. in a special article upon "Imperial Migration," the Daily Telegraph points out that Britain has no system of organisation for obtaining suitable emigrants. It advocates the establishment of an Imperial department for migration under a. special Minister of the Crown to co-operate with the Dominion State offices and co-ordinate with existing Home departments and associations.
