LONDON, June 16. The Nordeutsche welcomes the Czar's initiative in arbitration, which is strengthened by the Powers' collective demobilisation counsels to the Porte and the Balkan Allies.
VIENNA, June 16. With reference to Russia's invitation to the Balkan Premiers, the independent and -Opposition newspapers sharply attack Count Berchtold for permitting what they describe as the establishment of a Russian protectorate. Fears are expressed that the new map of the Balkans has been dratted in St. Petersburg without consulting Austria-Hungary.
