BOTH SIDES CLAIM VICTORY
(Received Oct. 24, 11 a.m.) LONDON, Oct. 23. A strict censorship prevents any reliable information about the war beins sent out by the correspondents. In official statements both sides invariably claim victory. Eighty correspondents are held up at the Bulgarian headquarters at Starazogora, where only an echo of the war is heard.
