LONDON, Oct. 22. Before the Empire Trade Commission, Sir Albert Spicer, Liberal M.P. for Central Hackney, and who visited Australia and New Zealand in 1909, on behalf of the Chamber of Commerce, urged the importance of the emigration of boys and girls to the dominions as an alternative to sending skilled 3 agriculturists, who were required at Home. Tha Emigration Committee of the Colonial Institute insisted on the advantages of the emigration of children, particularly orphans, under boards of guardians.
