WHAT WILL HAPPEN?

[Br Telegraph—Special to Star.] WELLINGTON, Oct. 21. Members oi: the Government party in the Lower House freely declared their opinion, when the Council threw out the Bill limiting the term of nominative appointments, that Cabinet ought .to at once provide itself with a certain majority in the Upper Chamber, but this is not .to be the policy at present. Enquiries among those who are more closely in touch with the ideas of the men responsible for the Reform Party's policy snow that, at any rate for the present, there will be no batch of appointments. It is intended to await further developments, and the attitude of the Council in regard to Government legislation generally will be tested before the Administration makes its naxt move in this respect. The Government io not likely to receive provocation for hurriedly creating a friendly atmosphere by fresh appointments, because the C-Qiiucil is not disposed, as a body, to treat the Government Bills with hostility.
