(Received Sep. 4, 2 p.m.) LONDON, Sep. 3. 4 Several speakers at the Trades Union Congress at Newport assailed the Labor members of the House of Commons accusing them of dilatoriness- in connection with the Trade Unions Bill. Mr Ward, member for Stoke-on-Trent. replied that the by-elections •showed that the workers were keener about Homo Rule and Welsh Disestablishment than about the Osborne judgment. Congress passed a resolution demanding the compulsory cultivation of ■ agricultural land.
