Hazen, Canadian Minister of Marine, in a speech at the National Liberal Club, said the time was coming when the terms of partnership must be settled if the integrity of the Empire is to be preserved.1 If Canada is content to remain a yart of the Empire it should have a voice in the control of the Empire and its foreign affairs. It was the duty of the statesmen of Britain and the dominions to call a conclave and work out the terms of the partnership, whereby the daughters would have equal management in the mother's household with the mother.
