COURT ETIQUETTE.
Apropos of Mr Asquith's journey to Malta, it may be noted that, whereas \he ordinary citizen travels when and where he lives, the Prime Minister's journeys are hedged in by Court etiquette, for he must obtain the royal permission before setting foot on foreign soil. A striking case of this occurred when Mr Gladstone was cruising in the Pembroke Castle in 1883. In the course of the journey it was decided to run over to Copenhagen^ and,Mr Gladstone wrote to the Queen inswer to a letter from her offering "his humble apology for not having sought from your Majesty the usual gracious permission before setting foot on a foreign shore."
