IMPERIAL BOARD OF EMIGRATION
The Review of Reviews advocates the establishment of an Imperial Board of Emigration. Mention is made of the existence of a quarter of a million British panoer children, and the journal suggests that these should be trained in soecial schools, with the object of fitting them to occupy positions in the overseas dominions.
