SYDNEY, July 13. The secretary of the Labor Council in the half-yearly report notes the general inclination of organised labor for a closer unity. The time is opportune, the report states, to meet this before a rival organisation can come and cause a split in the ranks to the detriment of the workers, and in the interests of the other side. Referring to strikes, the report said that a scientific strike was the only strike that would prove successful. AVith a well-disciplined body of unionists, who were wisely managed and ably controlled and directed, they would only hi* the enemy when necessary, and then they would hit their hardest.
