The Kaiser and the German Chaw•cellor, T)r yon Bethraann-Hollweg, will meet the Czar at Kokovtsoff in July. The newspapers are hopeful of the •outcome. The Hamburger Nachrichten trusts that the discussions will lead to a reliable relationship. The moment a Russo-German understanding is concluded, the British policy in Europe •will be effectually crippled. After the Anglo-German relations are more aggravated, perhaps Count Bieherstein will have a greater opportunity than he desires to show what kind of a he is.
