NEW YORK, June 23. A youth named Steutzer, supposed to be the head of a big gang of incendiaries, was captured during a fire at a tenement house, where eight persons narrowly escaped death. Three hundred fires are traceable to the gang, who also aided dishonest tradesmen to collect insurances.
