Lancaster, author of the Lancaster Bill, Hist declared ultra vires by jt Supreme Court decision, declares that the measure Avas intended to remove all <louht as to tbe effect of the Ne Temere decree in Quebec Province. It the Privy Council decides in favor of the Supreme Court's decision, which was to i.h-3 effect that only Canadian Provinces Imve power to make marriage' laws, the same result would be achieved as if the Bill had actually been passed by the Dominion Parliament. [The Supreme Court of Canada, at the beginning of this week, decided that ths-^panadian Parliament had no poAver to enact legislation of the character of the Lancaster Marriage Bill, a measure arising out of the Pope's Ne Temere decree. The decision means that the authority to enact marriage laws rests entirely with the provincial legislatures. The Court also decided that the law of Quebec does not render mixed marriages null and void, whether performed by a Roman Cntholic priest or a Protestant clergyman.]
