HOME RULE BILL.
THE ULSTER AMENDMENT. LOST BY 320 VOTES TO 251. BY CABLE—PEESS ASSOCIATION—COPVRIGHSL LONDON, June 19. In the House of Commons a heated debate centred round Mr AgarRobartes' amendment to exclude An- i trim, Armagh, Down and Londonderry from the Home Rule Bill. Mr Birrell, Chief Secretary for Ireland, said that it was absurd to suppose that the Government regarded tightly the possibility of civil war, but he did not believe any Ulsterman thought life and liberty to be in danger. Mr Bonar Law said that the Government dared not employ troops to expel Ulstermen from the Union. The Government, in giving such an order, would risk being lynched in London. The amendment was rejected by 320' to 251. Mr D. V. Pirie (North Aberdeen), Sir C- J. Cory (Cornwall), Mr R. C. Munro-Ferguson (Leith1' Burghs), and Mr W. H. Cowan (Aberdeen East), all members of the Liberal Party, voted for the amendment. Thirteen Labor members were absent.
