(Received May 17, 9.35 a.m.) LONDON, May 16. The Unionist newspapers welcome Mr ■Oral-chill's speech. The Pall Mall Gazette says that Germany made it impossible to patrol the ■Empire; therefore the dominions must play their part quickly to recover the Empire's former naval superiority. Liberal newspapers consider the supplementary Estimate unnecessary, excepting the Westminster Gazette, .which adds: "Britain must either maintain the necessary rates of strength or become dependent on her neighbors and at the anercy of their combinations and alliances.
