SCHEME OF PROMOTION

(Received May. 13, 1 p.m.) SYDNEY. May 13. The Federal Government has decided to inaugurate in the Australian Na/vy a scheme of promotion from the" lower deck, provided the British Admiralty concurs. The Government considers it will have an important effect in inducing boys to join the Navy. [The proposed scheme is already in force in the British Navy, as there were several warrant officers (Imperial men) in the Australian, squadron who had risen from the lower deck.]
