Senhor Bhadis, the Portuguese Minister at Paris, discussing the reported Anglo-German negotiations respecting Portuguese possessions in Africa, states that while Portugal opposes any cession, it is perfectly willing to encourage commercial development by 15 per cent, reduction of duties.
