OTTAWA, Nov. 22. It is announced that a close consulta- ■ tion will "be held with the British Admiralty for the development of a scheme of Canadian defence. Mr Borden asserts that the present policy is merely a political makeshift, is wasteful,- and will only provide,a navy which would be obsolete when completed.
